APM Greater Bay Area Branch arranged a site visit to CLP’s Black Point Station located in Lung Kwu Tan, Tuen Mun on 6 August 2022.

The Black Point Station project plans to increase usage of gas for its local generation when more gas becomes available. This change is in line with the Hong Kong Government’s proposed enhancements to the Air Quality Objectives and Climate Change Strategy. The Black Point Station was built in 1996. It is one of the world’s largest gas-fired combined cycle power station. It uses ultra-low-sulphur diesel as a backup fuel source.

The nature gas source are from South China Sea:

1. The Second West-East gas pipeline and
2. The Yancheng gas field near Hainan Island.

The project highlights are:

  1. Combined cycle gas turbine (CCGT) plant, back up oil firing available
  2. First power station in Hong Kong to use natural gas for power generation
  3. The use of natural gas reduced total emissions despite an 80% increase in electricity demand
  4. Seawater cooling system

The original eight GE 9FA combined cycle gas turbine (CCGT) units (C1 to C8) of the power station were commissioned in stages between 1996 and 2006. These eight units were upgraded in 2016. In 2017, CLP ordered a 550 MW Siemens SGT5-8000H CCGT unit (D1). This unit was completed and was operational mid-2020. A second CCGT unit (D2) with a capacity of 600 MW is expected to be operational by 2023. The project is a CCGT design with sea water cooling system, which is the first sea water cooling system for CCGT in the world. The operation is well shown on at the D1 Viewing Gallery.

CLP has a very high standard on health and safety for their staff and working environment. Even for visitors, they are required to have:

  1. A health and safety briefing
  2. Conduct a Covid-19 RAT
  3. Wear 4” high ankles safety boots
  4. Wear long sleeve shirts and pants

 


CLP management always thinks ahead for its staffs’ health and safety concern. This is well shown in their health and saftey PPEs, training and practicing corner at the Black Point Station. This four hour site visit provided participants a good alert on risk management especially on health and safety for construction and operation sectors. The Black Point station is a project which shows CLP has been working with international supply chain industry and making commitment on climate change for emission reduction since last century.
