Zoe Rubert joined Liverpool City council 18 years ago as an event manager assisting the culture team to plan and deliver the City’s events for Liverpool’s year as capital of Culture in 2008.
During her time with the City events team she worked on exciting events such as all 3 visits of the Giants, the Mathew street festival, LIMF music festival, Tall Ships races and many more.
Following this Zoe became the event manager at St Georges Hall responsible for all events at the iconic City venue along with the many film projects that took place at the location which led her to her current role of Production Liaison Manager at the Liverpool Film Office where her first major project was supporting with filming of The Batman.

Since then Zoe has project managed hundreds of film and TV shoots in the region including a music video for Taylor Swift, car chase scenes for a new Guy Ritchie movie, both series of BBC’s The Responder, and the forthcoming Peaky Blinders film.

At the Film Office Zoe is responsible for attracting production to the region by showcasing our many spectacular locations, liaising with production teams to deliver filming on location in the region, engaging stakeholders, ensuring legislation and compliance is met and overseeing all filming in Merseyside.
